You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (DEPUTY DIVISION MANAGER) of the INFRASTRUCTURE DIVISION in the CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CENTER.
This position is equivalent to the GS-13/14 level.
Duties
You will assist the Division Manager in the administration of the division including personnel actions, managing staffing issues, internal budgeting, corporate data calls, approving time, approving DTS orders, and strategic planning.
You will provide leadership for all Infrastructure related functions to include policy and regulations, facilities maintenance and operations, acquisition and construction management, environmental programs / permits, and safety programs.
You will coordinate the efforts of the branch managers within the Infrastructure Division and provide sound technical advice and guidance in the areas of strategy, management analysis, financial management, procurement, and internal control systems.
You will conduct planning and analysis to develop strategies to ensure both internal stakeholder and external customer satisfaction.
You will provide technical expertise to ensure compliance within all related infrastructure instructions and develops current and long-range plans.
You will represent NSWC Crane at a variety of meetings, conferences, or NAVSEA task teams to provide input for new/improved Command-wide policies and procedures.
You will ensure overall effectiveness, efficiency, and productivity along with the development/implementation of division policies/procedures for the Command.
You will assist with the division business plan, hiring plan, personnel actions, conflict resolution, contracts, facilities planning, quality, training and indirect budget planning.
You will generates and/or reviews metrics and reports to ensure proper transactions are being executed in a timely manner within Navy
Enterprise Resource Planning (N-ERP) to ensure accountability is maintained.
You will coordinate and collaborate with subject matter experts and the technical departments on infrastructure related needs and develop or assist with solutions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector planning and evaluating infrastructure program operations to lead in the development and implementation of business process improvement strategies to improve organizational effectiveness and efficiency.
