About the Position:
Incumbent will serve as a Budget Analyst for the 1st Armored Division (1AD), located on Fort Bliss, TX. The 1AD provides direct support and assistance to the Senior Commander (SC), who is responsible for providing administrative control (ADCON) and Title 10 support to assigned and attached FORSCOM units located on the installation.
Duties
Analyzes trends and developments in budget planning, programming and execution and develops recommendations concerning assigned appropriations.
Provides budget and program advice in the development of the budget.
Reviews and analyzes budget requests provided by the Brigade (Military) S8 and S4s, budget forecasting, mentoring and training to BDE S8 and S4 personnel in regard to budget planning, programming and execution.
Advises and/or assists junior analysts and works to develop effective team synergy and strong customer support.
Ensures programs are closely monitored ensuring equitable and timely funds transfer and adjustment.
Independently carries out budget objectives and policies to reflect the Senior Commander’s milestones and commitments.
Negotiates with other resource management personnel within the installation and ACOMs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires to obtain and maintain a Secret security clearance.
- Must Obtain/maintain a Financial Management Certification Level 2 within 24 months of the entrance on duty.
- Temporary duty (TDY) business travel may be required up to 10% of the time.

Specialized Experience GS-09: One year of specialized experience which includes 1). Formulating budget estimates for an organization; AND 2). Utilizing automated systems to review budget data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes 1). Monitoring obligations and/or expenditures of an annual budget; AND 2). Preparing budget estimates for assigned programs; AND 3). Using automated financial systems to extract financial data.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
