Duties

This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Public Health Analyst, you will serve as the Senior Advisor to the Associate Administrator providing advisory services in the establishment and continuation of program supported activities and providing leadership and collaboration for cross-cutting departmental and agency initiatives. Your major duties and responsibilities include: Providing authoritative advice and consultation on a broad range of issues, including but not limited to complex analyses for the purpose of developing recommendations to leadership and position statements on issues related to public health policy. Providing in-depth knowledge and consultation on intergovernmental and external affairs that impact HRSA programs and initiatives. Providing oversight and administration of highly complex projects and initiatives within IEA. Coordinating with the Immediate Office (IOA) of the HRSA Administrator, and Bureau and Office leadership on the development and execution of high-profile IOA events, working closely with external partners and grantees on event details and deliverables. Providing leadership for long-term (annual) and short-term (quarterly) strategic planning for HRSA external events, working closely with the IOA, IEA, OL, OC, OFAM, and B/O leadership to determine a coordinated agency-wide event plan. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum specialized qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: 1. Providing operational assistance or technical advice in the management, implementation, and evaluation of public health programs. AND 2. Leading and developing high profile activities and projects across an organization's public health programs. AND 3. Developing short- and long-range public health program goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the impacts of health policies, proposals, and legislation on public health programs. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
