To serve as Financial Management Specialist within an ACAT I Joint Program overseeing F-35 Joint Strike Fighter US Air Force, US Navy, and US Marine Corps appropriations.

Researches, interprets, analyzes, and applies all financial management laws and regulations as established by Congress, DoD, and Air Force
- Coordinates, plans and schedules with other organization managers and customers as appropriate.
- Identifies need for changes in priorities and takes action to implement such changes.
- Balances workload and provides advice, guidance, and direction on a wide range of functional area and administrative issues.
- Provides advice to leadership of significant issues and problems related to program.
- Represents the organization with a variety of installation and functional area organizations.
- Establishes, develops, and maintains effective working relationships with multiple organizations and agencies.
- Identifies the need for special projects and initiates milestones and goals.
- Determines appropriate recommendations for unresolved or questionable programs and performs follow-up
- Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality.
- Serves as technical expert for various ongoing or special one-time projects.
- Chairs special working groups to study and resolve major financial problems.
- Recommend procedural changes designed to streamline financial management within the agency
- Promotes environment that encourages accomplishment of change management activities supporting OSD, AFMC, and F-35 Joint Program Office strategic goals and improving organizational business processes.

- Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
- The incumbent may be required to work overtime or an irregular work shift

- This is a Financial Management 3 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
- The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
- This is an acquisition coded position. Selectee must complete required certification level 3 in Financial Management within 24 months of assignment.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Position, Administrative and Management Positions.
1. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations.
2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides.
3. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes.
4. Ability to conduct studies, analyze data, develop alternative options/strategies, and make recommendations to resolve budget/manpower issues.
5. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC.
6. Knowledge of EEO, safety and security regulations, practices, and procedures.
7. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
8. Ability to plan, organize, and direct the functions and staff of an organization.
