The EA Risk and External Partnerships Coordinator will develop the EA Directorate's (EA) risk process and assist with the partnerships and agreements process. The Risk Coordinator works with Divisions to identify technical risks, integrate mitigation options, and associated costs. Risk reports and presentations are also required. The External Partnerships Coordinator will maintain awareness of partnership opportunities, integrate reports, and maintain an inventory of partnership commitments.

Duties

Develop the Engineering Risk Mitigation Strategy responsible for working with Divisions to identify engineering technical and infrastructure risks. Responsible for knowing the technical implications of risks and potential impacts to Program Customers. Responsible for understanding a wide array of mechanical, electrical, environmental, structural, and systems engineering impacts. Perform cost-benefit analysis, generate options and cost estimates to mitigate risks. Coordinate EA13 risk reporting by performing periodic risk assessments and reports for the EA13 Technical, Cost, Schedule, and Risk (TCSR) Reviews. Utilize the internal project management tools to prepare reports, communications packages, and present at the Integrated Infrastructure Review (IIR) and the Integrated Risk Review (IRR). Maintain awareness and understanding of Agency, Center, and Directorate risk management policies and recommend best practices and improved processes for managing Directorate risks. Create and maintain a tool of Engineering external partnerships that provides insight to current and future partnership opportunities, their funding profile, and participating customers. Integrate, document, and disseminate Engineering’s partnership and agreement commitments process assisting the EA Division stakeholders. Prepare reports for Directorate leadership, management forums, and reviews. Apply awareness of (AA2) Partnerships office agreements processes to ensure signatures are occurring in a timely manner internal to EA. Attend External Partnerships Forum. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Assisting with cost components for projects, major initiatives, or technical applications. Presenting to and negotiating with multiple stakeholders. Supporting the development of cost estimates, reports, strategy and presentations utilizing tools (e.g. Microsoft Excel, PowerBI, etc). Supporting financial analysis for a program which includes cost controls, funding, budget limits, contracting and/or cost and asset management.
