About the Position:
This position is located at HQS, FIRST ARMY DEPUTY CHIEF OF STAFF, Rock Island, IL.
Rock Island Arsenal Garrison (USAG-RIA) is an active U.S. Army facility located in Rock Island County on a 946-acre island in the Mississippi River, between Davenport, Iowa and Rock Island, Illinois in an area known as the 'Quad Cities'.
Duties
Determines and recommends policy or action involving mobilization, emergency management, plans, force integration, and major projects.
Provides continuity in operational planning for mobilization functions including review of training materials for medical mobilized forces.
Exercises discretionary judgment in discharging assigned responsibilities with wide latitude in execution.
Represents the Army Center of Excellence at mobilization seminars, training conferences, and meetings with Reserve Commands and personnel for interface with aligned reserve units and other high levels for contingency planning.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- One year trial/probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes:
1). Performing administrative operations and mobilization requirements with medical specialties to analyze mobilization capabilities; AND
2). Analyzing mobilization planning documents and assist is recommending appropriate courses of action to meet mobilization planning requirements; AND
3). Providing technical briefing guidance with mobilization plans and resolve operational problems through negotiating solutions with other organizations; AND
4). Preparing mobilization plans to respond to emergencies situations.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
