You will serve as a MANAGEMENT & PROGRAM ANALYST in the Systems Engineering Department, Research and Engineering Group of NAVAIRWARCENAC DIV. The Systems Engineering Department provides the in-house, system engineering personnel, processes, products, and services required by NAVAIR and the Program Executive Offices (PEO's) to ensure the application of sound system engineering practices and the realization of effective, affordable, safe design of Naval Aviation warfighting platforms and systems.

Duties

You will evaluate new program requirements imposed in the department and recommends courses of action for improving contracting management plans for both short and long-term strategies, goals and objectives. You will analyze and develop naval acquisition contract schedules for maintenance, modifications, and follow-on efforts for all task orders. You will consult with key managers and team members fully apprised of major data analysis issues and emerging trends to achieve consistent, data analysis and naval acquisition support contracting efforts. You will analyze and provide recommendations regarding impact and implementation of new laws, regulations, policies and complex data requests.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying complex analytical skills to assess, refine and provides oversight for all activities necessary to optimize achievement of organizational goals and objectives; 2. Evaluating new program requirements in the department and recommends courses of action for improving contracting management plans for short and long-term strategies, goals, and objectives; 3. Developing and modifying methods for implementation and evaluation of various requirements management policies, processes, initiatives, regulations, programs and databases to monitor development and to update project schedules in the systems engineering support contracts; and 4. Managing coordination between the NAWCAD department managers and team members to meet the goals specified in contract Project Plans. Participates in project planning as required, providing input on approach and milestones.
