You will serve as a Human Resources Specialist in the HRO HI Command Advisory of COMPACFLT HUMAN RESOURCES OFFICE.
Salary Range:
GS-05: $39,207 - $50,974 p/a
GS-07: $48,567 - $63,137 p/a
Duties
You will consult with management personnel staffing matters with responsibility for resolving controversial, complex and difficult types of problem cases, or discussing with a senior specialist to find resolution.
You will provide guidance on complex and/or controversial issues.
You will ensure compliance with merit system principles and practices.
You will advise management on strategic approaches to pay and compensation issues to ensure regulatory compliance in setting non-discretionary and discretionary pay.
You will develop and recommend adoption of appropriate activity personnel policies and procedures to ensure that staffing policies/practices are sound and in compliance with Department of Navy staffing policies.
You will gather and analyze facts, draw conclusions and devise practical solutions to resolve problems or make technical recommendations.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-07: At least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing recruitment and staffing information to employees or managers, assisting with reviewing applicant qualifications, issuing job offers, and utilizing an automated personnel system (e.g. Defense Civilian Personnel Data System (DCPDS)) to code or process personnel actions.
GS-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing clerical work for a human resources program and providing basic human resources information to personnel.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-07:
Successful completion of one full year of graduate education,
OR;
Successful completion of a bachelor's degree with superior academic achievement,
OR;
A combination of experience and education as described above that equates to one year of experience.
FOR THE GS-05:
Your resume must demonstrate that you have successfully completed a four year course of study leading to a bachelor's degree.
