This position is located in the Dittmer Dispatch Center (TORD) in Real Time Operations (TOR) organization of System Operations (TO), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate will serve as the Lead and as a special advisor and expert policy and planning consultant to the Dittmer Dispatch Supervisor, and has full technical authority and responsibility for Transmission Real Time Operations.

Duties

As a Public Utilities Specialist (EESC Lead), you will: Assists in establishing work priorities, workload planning, staff planning, and training requirements as required. Develops and recommends specific work requirements, priorities, and resource allocations necessary to accomplish the long-range plans. Monitors contractor performance and provides oversight of contractor activities to assure contractors are executing the program plan on time, within budget, and with satisfactory quality. Guide and oversee the development of policies, standards, procedures, and instructions. Provides guidance based on knowledge of electrical theory and experience during instances of system trouble. Designs, plans, coordinates, and conducts comprehensive studies and analyses to identify and propose solutions to broad, complex situations.

Requirements

  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • Work is performed seven days per week, 365 days a year, in 12 Hour Rotating Shifts.
  • Employees must be flexible and are subject to call-in to accommodate temporary increases in workload or absence of other employees.
  • The work schedule requires quick shift changes and several days of work offset by several days off. The shift work may be a risk factor for individuals with certain health issues.
  • This position requires obtaining and maintaining a NERC System Operator Certification within 60 days of employment.
  • This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Market Function employees.
  • The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
  • The incumbent is required to complete BPA’s mandatory SOC training.
  • This position has been designated as requiring a PUBLIC TRUST background.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified applicant must have at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service. Specialized experience for this position is defined as experience developing and recommending specific work requirements, priorities, and resource allocations necessary to accomplish long-range plans; assisting in evaluating and making recommendations concerning overall plans and proposals for major standards, guidelines, or policies impacting electrical power systems; providing assistance in establishing operating procedures based on technical knowledge of electrical power transmission and scheduling theory to assure continuity of service. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
