About the Position: Performs a wide range of administrative and analytical duties in the formulation, presentation, and execution of the Office of the Surgeon General (OTSG)/US Army Medical Command (MEDCOM) budget, which balance and support the short and long-range goals and objectives of Army Medical Enterprise.

Duties

Analyze language in the appropriations and Authorizations Acts to assess potential impacts to MEDCOM program and execution strategies and develops recommended strategies to accommodate funding adjustments. Oversee the annual activity budget modeling process technical component. Track budget requirements according to multiple funding criteria to ensure individual activity budgets retain and carry forward the unique funding characteristics. Analyze financial execution to determine condition of funds, trends, problem areas and assesses need to reprogram funds between subordinate commands. Provides fiscal management, technical advice, guidance and assistance to staff and Army DHP budget formulation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Personnel Security Investigation is required.
  • Financial Management Certification Level 3 within required time frame.

Specialized Experience: One year of specialized experience which includes experience in preparation of analyzing monthly budgeting and accounting reports to maintain expenditure controls. Experience displaying detail, policies, goals, objections, regulation and guidelines to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions; applying manual and computer assisted analytical, quantitative and statistical tools to include, but not limited to, marginal cost, unit cost-workload relationships, cost per beneficiary served, performance factors, and work year analysis; plan and accomplish short and long-range budget formulation, execution, and review; negotiating with activity managers and establish rates of program funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
