As a Supervisory Human Resources Specialist, you will serve as a Human Resources Operational Manager within the Human Capital Division's Operations Unit, Talent Acquisition (TA) group, to include supervising a wide range of management advisory services for personnel programs, affirmative employment and special emphasis programs, community outreach, staffing and recruitment, personnel processing and records, and special hiring authorities.
Duties
As a Supervisory HR Specialist, you will:
Supervise work involving the recruitment, examination, selection, and placement of employees; performing job analysis, workforce planning and analysis, and advising management to identify, attract, and retain a high quality and diverse workforce fully equipped to accomplish the organization's mission.
Supervise and oversee personnel processing and HR records functions for the OCC. Monitor, evaluate, and report on effectiveness, efficiency and compliance with laws, rules, regulations, and policies as they relate to personnel processing, human resources records management, and HR data integrity.
Ensure uniform application of all personnel laws, administrative and operational policies and procedures, coordination of all related responsibilities, and resolution of problems encountered in day-to-day operations. Provide guidance and advice and/or render decisions on specific operations.
Provide expert advice and guidance to senior management and work cross functionally to ensure effective implementation of new human resources initiatives, organizational strategies, and reorganizations.
As a supervisor, lead, motivate, and develop a staff of employees. Monitor the progress of assignments and evaluate training/developmental needs. Assess, evaluate, and provide input to performance evaluations. Recommend personnel decisions regarding hiring, promotions, adverse action, etc.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-VI.2 level, you must have specialized experience equivalent to the next lower level, NB-V or V.2 or GS-13 in the Federal service.
Examples of specialized experience for this position include:
Recommending procedures/processes to ensure personnel actions and records are in accordance with applicable regulations, rules, and guidance;
Making recommendations for improving staffing and recruitment processes and procedures; AND
Advising managers and employees on staffing and recruitment regulations, policies and procedures.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
