About the Position: Serve as a senior Air Missile Defense Systems advisor, technical expert, and recognized authority to the Product Manager (PdM) for analysis and establishment of the budget requirements in systems architecture to enable the transition to System of Systems (SOS) approach for Program Executive Officer (PEO) managed programs.
This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.
Duties
Ensures synchronization of SOS funding requirements in Program Objective Memorandum (POM) and Strategic Portfolio Review (SPAR) to prevent delays of scheduled activities and loss of crucial AMD and tactical missile capacities for the warfighter.
Coordinates program planning and programing across complex SOS programs from the Project Management Office (PM)/PEO to the Army Budget Office.
Responsible for the planning, direction, and success of substantial programs, systems development efforts, acquisition, and research and development technology initiatives that have great significance to the PEO/PM and/or DA.
Requirements

- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Financial Management certification within 60 months as of entrance on duty.
- Must be able to obtain and maintain a SECRET security clearance.

Specialized Experience: One year of experience equivalent to the NH-03/GS-13 grade level in the Federal service which includes managing financial management programs, acquisition planning; developing and managing an internal operating budget; developing Program Objective Memorandums/long range planning; coordinating requirements and estimates; preparing financial and programmatic reports and/or briefings for senior leaders.
