You will serve as a Supervisory Financial Management Analyst for the Assistant Secretary of the Navy, Financial Management & Comptroller (ASN FM&C) in the DEPARTMENT OF THE NAVY, Financial Management Systems Division.
Duties
You will direct analytical reviews of financial feeder systems to verify compliance with financial management requirements and organizational procedures.
You will analyze financial information to resolve discrepancies in the system reporting process.
You will plan financial oversight reviews to improve financial operations.
You will plan work schedules, deadlines, and standards for acceptable levels of financial, accounting, or budgeting work.
You will conduct management evaluation of issues of financial consequences raised in audit reports or budget reviews.
You will direct continuing program execution review, analysis and appraisal of major operating and support programs.
You will advise on the potential benefits/uses of automation to improve the efficiency of program operations.
You will analyze a variety of data sources to provide data-driven insights to the organization to streamline processes.
You will apply a combination of computational and machine learning methods to new or big data to identify new insights using next generation analytical tools.
You will combine, analyzing, and interpreting large and/or complex data sets to develop data-driven organizational solutions.
You will conduct in-depth analysis of data and disseminating the results of those analysis.
You will prepare reports using machine learning, programming, and data visualization skills to present organization findings.
You will use existing and new data sources to extract new information and convey that information according to the audience to the data.
You will use tools, emerging technology, and various data sources to perform exploratory analyses on new and archival data sources.
You will ensure the rigorous application of information security/information assurance policies, principles and practices to the systems analysis process.
You will develop overall functional and systems requirements and specifications.
You will perform needs analyses to define opportunities for new or improved business process solutions.
You will consult with Customers to identify and specify requirements.
Requirements

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and directing financial or budgeting systems for broad, emerging, or similarly critical large-scale department/agency wide programs of national or international scope where no precedents exist; applying knowledge of the concepts, principles, laws, and regulations of financial administration or budgeting sufficient to generate new concepts and methodologies in the field.
