About the Position: Serves as the Senior Program Analyst, assisting in the direction, formulation and execution of Huntington District's Operation & Maintenance (O&M) program. Prepares and processes all civil works activities relating to program planning and budgeting, program and budget execution, finance and accounting and other functions necessary for assessing and improving program development and execution processes.
Duties
Oversees and coordinates administrative or program/budgetary related assignments for branches, area offices and projects.
Prepares and/or directs the development of charts, graphs and other documentation to reflect expenditures, trends, performance, goals and other pertinent data.
Conducts special studies on problem areas to improve efficiency and effectiveness and/or promotion of economy in the management of resources.
Reviews and analyzes program (manpower and budgetary) data prepared by field offices and functional district offices.
Estimates costs for each accounting element such as contracts, support, overhead, training, and support for others.
Reviews and analyzes fiscal reports, overtime reports, travel costs, training requests and nature of remaining work.
Provides on-the-job training, guidance, interpretation and integration of regulations, policies, processes, procedures and other requirements.
Advises senior management on compliance with budget guidance and monitors overall budget execution.
Guides and directs field and functional offices on budget formulation and execution for the Operation and Maintenance Program.
Serves as Operations Division liaison between program managers and their representatives, the budget office, and other staff offices connected with the budget process.

For the GS-11: Specialized Experience: One year of specialized experience which includes identify and manage resource requirements of project or programs in the areas of scope, budgets, schedules, quality, procurement, risk, regulatory requirements and customer relationships as required for program accomplishment; financial management to support project managers of execution of project fiscal responsibilities; review and development of annual and long-range civil works budget relative to planning, engineering and construction programs; development of budget estimates and technical justification and review operations to assure maximum utilization of appropriated and non-federal funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Mathematics and Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
