About the Position: Incumbent is a recognized technical authority in international acquisition, analysis, and evaluation of assigned weapon systems as it pertains to Security Cooperation, Foreign Military Sales (FMS), and Armaments Cooperation to ensure holistic Research, Development, Test, and Evaluation (RDT&E) and acquisition management.
This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.
Duties
Generates partner engagement plans and helps shape policy considerations to accomplish objectives.
Responsible for providing Partner Relationship Management with weapon system expertise and acquisition inputs to support Army Security Assistance and Armaments Cooperation Programs.
Resolve security assistance policy issues applicable to specific weapon systems.
Takes a strategic approach to incorporate early partner involvement in US modernization priorities/programs.
Assists senior staff and project owners to identify, define and plan tasks, identify task relationships to develop project integrated master schedules, and mitigate program risks (cost, schedule, technical).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret clearance.
- A one-year probationary period may be required.
- Temporary Duty Travel may be required up to 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to at least the NH-03 pay band in the Federal service which includes: 1) Developing program plans using planning, programming, budgeting and execution (PPBE) process; 2) Developing cost and program acquisition lifecycle management documentation for assigned programs; and 3) Advising the Program Manager regarding the status, efficiency, or effectiveness of acquisition programs.
