About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, MD.
Duties
Serve as matrix member of an operational planning team (OPT) responsible for joint planning, integrating, and developing cyberspace operations (CO) and information operations IO requirements.
Contribute substantively to the planning of military cyberspace operations and other cyber-related capabilities (such as information-related capabilities (IRCs)) for USCYBERCOM operations.
Provide direct support (Crisis Action) planning to USCYBERCOM J3 Current Operations and subordinate headquarters joint planning efforts.
Draw on lessons learned and after-action reviews and make recommendations for revision/refinement of joint planning.
Represent the division, directorate, and Command in appropriate activities, including working group meetings addressing cyber programs, policy and other activities.
Contribute to and support a series of joint planning efforts to identify operational requirements, capabilities, characteristics, and organizational structure required to accomplish command objectives and missions.

Provide "on the scene" expertise and management skills to resolve emergent issues that threaten progress toward achievement of program objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
- Must be able to obtain and maintain access to NSA.
- Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
- This position is considered emergency essential in support of the Army's mobilization and wartime mission during periods of increasing tension or mobilization.
- May be required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises.
- Must pass a medical examination and receive required immunizations for overseas/deployed location.
- Incumbent must sign DD Form 2365, DoD Civilian Employee Overseas Emergency Essential Position Agreement.
- Incumbent must possess or obtain professional certification as an Information Assurance (IA) professional, consistent with requirements detailed in DODD 8140.01, DOD 8570.1-M, and USCCI 120004.

Specialized experience would be demonstrated by 1) planning, developing, analyzing and implementing recommendations related to full spectrum cyberspace operations planning; 2) conducting military/contingency planning for cyberspace operation; 3) developing policies and/or providing guidance on cyberspace program strategy, plans and policy.
