This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Foreign Assistance (FA), at the U.S. Agency for International Development (USAID).
Duties
Budget and Resource Analysis: Develops strategies for planning and implementing administrative policies, procedures, and management controls related to the budget cycle to fulfill multi-year objectives for programs with agency-wide impact.
Program Planning and Development: Analyzes resource requests from posts, missions, and bureaus and, in coordination to develop options and recommendations for the leadership on resources by account, sector and country.
Policy Advice and Guidance: Serves as a technical expert related to resource management and provides input on issues, identifying significant issues and trends that impact foreign assistance program policies or future strategic budgeting decisions.
Technical Analysis and Advisory Service: Performs in-depth, rigorous analyses of the fiscal year budgetary needs of ongoing and/or proposed programs for the formulation and execution processes.
Liaison Activities: Exercises a broad degree of independence and applies authoritative judgment in developing and maintaining relationships with various stakeholders in the government.
Establishes and fosters effective working relationships and information networks with external stakeholders, including Office of Management and Budget (OMB) and Congress.
Requirements

- Must be able to obtain and maintain a Secret Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Specialized Experience:
GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Drafting budget guidance or products for office or agency leadership; b) Preparing analyses for both budget execution and budget formulation processes; c) Presenting budgets and corresponding recommendations to senior officials; d) Reviewing budget materials for completeness and alignment to policy, priorities, and strategies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
