You will serve as a Supervisory Psychologist, Physiologist, General Engineer, Physical Scientist, Operations Research Analyst in the Systems Acquisition Group, Human Systems Engineering Department, Aircrew Protection & Survivability Division, Helmet Systems & Auditory Performance Branch of NAVAIRWARCENAC DIV.

Duties

You will plan work and prepare performance plans covering work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will hear and resolve complaints from employees, refer group grievances and more serious unresolved complaints to a higher-level supervisor or manager. You will interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions. You will establish level of empowerment of Branch personnel based on experience, training, and expertise, resolves conflicts with IPT leaders. delegated responsibilities. You will provide leadership and decision-making on technical issues as they relate to areas for which the supervisor has Technical Authority within the branch, for programs supporting customers internally and externally to the Command.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NM-04) or grade level (GS-13/14) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: specialized experience. Examples of specialized experience include: 1) Evaluating work performance of subordinates and recommending official performance ratings; 2) Identifying the developmental and training needs of employees and/or arranging for needed development and training; 3) Demonstrating working knowledge of Human Systems, Engineering disciplines to provide overall management and technical direction of the assigned workforce, processes, and products; 4) Demonstrating working knowledge of the Department of Defense (DOD), Navy, and NAVAIR systems team policies, processes, and procedures to ensure effective planning, development, and execution of programs; and 5) Acting as consultant to managers, engineers/scientists of the Naval Air Systems Command and the Naval Air Warfare Center. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
