You will serve as a Science & Technology Manager in the Human Systems Engineering Department (HSED) of NAVAIRWARCENAC DIV.

Duties

You will be responsible for facilitating coordination of key principal investigators with potential transition sponsors as well as ensuring critical parameters are identified and that agreements are in place. You will work with fleet and Naval requirements officers to understand Warfighter needs and requirements. You will identify capability and technology gaps in the relevant to HSE product areas in Human Performance, Aircrew Protection and Survivability, Aeromedical and Life Support and Human Systems Integration. You will advise on budget coordination and planning, and assist the department in assessing the breadth, balance, and feasibility of the competency’s science and technology portfolio. You will maintain knowledge of Unclassified and Classified Naval and DoD Strategic documents and direction. You will consult with very important, high level committees (e.g. Human Systems Community of Interest, NATO Working Groups) on matters relating to assigned program/project. You will serve as a technical expert for human/aircrew devices including hearing protection, vision systems, crew station systems, protective clothing and equipment, human modeling, and human machine/computer interfaces.

  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band DP-04 (GS-12/13 equivalent) in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: 1) Serving as a technical expert in the basic and applied research, advanced development and transition for human/aircrew performance enhancing, aircrew protection and survivability, and aeromedical/life sustaining devices; 2) Defining, initiating, and/or leading basic research, applied research and/or advanced technological developments to close gaps to meet strategic requirements/needs; 3) Translating conceptual ideas into advanced development to produce sound products that meet current/emerging Fleet needs to enhance performance, protection and sustainment; and 4) Providing expert guidance and mentorship to multidisciplinary teams of engineers and researchers developing advanced technologies to ensure that products integrate with existing and emerging product life cycle. Education

Applicants must meet the following basic education requirements of Office of Personnel Management (OPM) Qualifications Manual.
*0800 Series: Successful completion of professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology; or (2) include differential and integral calculus and courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do work of the position;
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

*0180 Psychology Series: Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. *0413 Series: Degree: in one of the basic animal sciences or physiology; or a related discipline or field of science that included at least 24 semester hours in the basic animal sciences, of which 10 semester hours were in animal physiology. Evaluation of Education: Courses such as anatomy; cytology; invertebrate and vertebrate zoology; embryology; entomology; animal, dairy, and poultry husbandry; nutrition; genetics; and physiology may be used to meet the 24-semester-hour requirement in the basic animal sciences. Courses in physiology, animal or human physiology, cellular physiology, or courses that were well oriented toward animal or human physiology, e.g., some advanced courses in biochemistry, are qualifying as animal physiology courses. Courses in related fields such as cytology and microbiology (including microbial physiology) may also be qualifying, provided the course work dealt directly with the application of scientific principles underlying animal physiology, or with the methodology and techniques applied in animal physiology work.

*1310 Series: Degree: physics; or related degree that included at least 24 semester hours in physics; OR Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. *Note: The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

*1320 Series: Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
