You will serve as a HR SPEC (LABOR REL/EMPLOYEE RELATIONS) in the S1 Directorate of MARINE CORPS BASE HAWAII.A post allowance amount, (otherwise known as: COLA), of 9.28% will be added to the stated salary. Post allowance is subject to change at any time
Duties
You will provide Labor Relations, Employee Relations, Performance Management, and related functions support to serviced organizations.
You will be responsible for developing and implementing plans, policies, and procedures for local implementation of the Department of the Navy and U.S. Marine Corps labor relations program for serviced organizations.
You will maintain Labor Relations files to comply with applicable regulations, prepare related metrics, update portal page, and provide labor relations training.
You will interface with unions through correspondence and meetings to assist management in effective labor management relations and implementation of workplace conditions of employment for mission accomplishment.
You will administer performance management program(s), which include advising and training the workforce on program requirements, assisting with use of electronic information systems to complete appraisals, and assisting managers and supervisors.
You will perform third party representation or technical representation in arbitration hearings, requiring case preparation and dealing with union representatives, including attorneys, and arbitrator.
You will manage and support or provide advice and guidance to commands administering quality of work/life programs, including telework, wellness, dependent care and transportation subsidies.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You must be available for occasional travel to attend meetings, conferences, and training.
- You will be required to possess and maintain a current valid United States driver’s license.
- You must be available for occasional overtime.
Qualifications
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Researching, analyzing, and interpreting regulations and case law on employee/labor relations matters, such as performance management, discipline or adverse actions, and grievances to provide employees and supervisors guidance.
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Establishing and maintaining effective relationships with labor organizations; negotiating and administering labor agreements, providing advice and assistance to stakeholders.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree.
