You will serve as a LEAD HUMAN RESOUCES SPECIALIST (RECRUITMENT/CLASSIFICATION) in the Human Resources Office (HRO) of MARINE CORPS BASE HAWAII.

Duties

You will plan and direct a team of Human Resource (HR) personnel by providing guidance and rendering of decisions on complex determinations unresolved on a continuous basis through review of work. You will update and advise managers on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. You will evaluate position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills. You will advise managers on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs. You will explain the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or mangers. You will review administrative and technical procedures to assure maximum efficiency, economy, and effectiveness of operations. You will train and arrange for training of team members in various functional areas. You will prepare and submit narrative and statistical reports and data to the HR Director as required.

  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Incumbent must have a valid driver's license.
  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing comprehensive HR services to management and employees in all stages of the staffing, recruitment, and classification processes based on knowledge of and ability to interpret and apply a wide range of HR concepts, principles, laws, regulations and practices.
