You will serve as a Human Resources Director for Marine Corps Base Hawaii (MCBH). You will manage the human resources office at MCBH, including administration, supervision and oversight of all sections and personnel within the human resources office. Additionally, you will function as the Commanding Officer's (CO) principal staff providing technical advice and guidance to the Chief of Staff and key management officials on all human resource matters.

Duties

You will manage organizational change, conduct strategic planning, and keep abreast of current policies, regulations, emerging trends, and technological changes in program operations to develop and implement strategies for new requirements. You will advise on potential problem areas and possible impact on command operations. You will be responsible for recruitment and placement, performance management, compensation, employee benefits, employee relations, employee development, position management, classification, and consistency of HR policy and standards. You will review and provide advisories on the establishment or significant revision of positions within MCBH. You will review proposed position classifications for accuracy as well as value and impact on costs. You will evaluate Human Resources program operations for quality and quantity of work, regulatory compliance, and effectiveness of service to management and employees throughout the supported area. You will identify problem areas, coordinate corrective action, and effect changes and improvements, as necessary. You will plan and assign work, sets priorities, advise employees on program goals and objectives, and make decisions on work problems presented by subordinate team leader and staff. You will confer with senior managers and other staff elements of the installation in planning key personnel actions such as downsizing, military-civilian conversions, and reorganizations.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
