Duties
As a Budget Officer, you will:
Direct the budget process for Ginnie Mae. This includes the preparation of Ginnie Mae staffing and program justifications and supporting schedules for submission to the Departmental Budget Office, The Office of Management and Budget, and the Congress.
Direct the preparation of staff year allocations in conjunction with the Office of Administration; development and maintenance of a budget control system to assure compliance with budgetary limitations and allocations; and development of operating plans to assure proper management of budget allocations.
Advise the Senior Vice President of Finance and other senior managers of Ginnie Mae on budgeting and financial matters, relating to budgetary implications of legislation, and budgetary financial considerations regarding programs or project development.
Develop forecasts for program authorization, budgetary authorization and budget outlays.
Enhance and maintain the budget model to develop projections. Collaborate with econometric modeling group on complex analysis and cash flows supporting budget formulation.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-15,specialized experience is one (1) year of experience at the GS-14 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows:
Overseeing the development of policies, systems, and procedures for budgeting and managing funds; AND
Providing direction and solutions to management on budget and operating estimates; AND
Managing and ensuring budget formulation and execution performed in compliance with regulations by interpreting and applying information from multiple sources, such as: appropriations language, OMB directives, Treasury requirements impacting the projection of a program, budget presented to Congress, Credit Supplement and Mid-Session Review updates; AND
Overseeing the contracting concepts related to planning, developing, implementing, maintaining, and administering various procurement acquisitions.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
