About the Position: This position is located within the US Army Aviation and Missile Command Deputy COS, GS (Resource Management AWCF Management Division SMA Hardware Branch, Redstone Arsenal Alabama.
The incumbent provides management advisory services and assistance to operating officials and managers in functions assigned and subjects studied. Analyses, studies, and surveys involve broad areas that cross organizational and functional lines.
Duties
Serves as a Program Analyst with responsibility for assisting in program/project planning and analysis, budget formulation, execution, control, and evaluation of assigned AMCOM aircraft, missile, or support system budget areas.
Uses data submitted to plan, develop, prepare, and provide program guidance for short, medium, and long-range plans for assigned command budget areas.
Prepares and analyses Logistics Modernization Program financial and manpower reporting documentation for an assigned area
Prepare and analyses financial and manpower reporting documentation for an assigned area.
Develop, coordinate, and operate a planning system for assigned areas, to include justification and presentation of organizational program/budget requirements.
Receive and review organizational and project management requirements based on commodity schedules and available higher authority guidance.
Maintain awareness of organizational program resources and potential actions to ensure budget program authorizations are not exceeded.
Requirements
- This position requires the incumbent be able to obtain and maintain a Secret security clearance.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- FMCO2-FM Certification Level 2 within 24 months.

Specialized Experience GS-11: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes providing assistance in the development of programs planning and execution of budget work for diverse aspects of varied customer(s) operating programs gaining working knowledge of the assigned weapon/missile or support system, related functional areas, prepares reports on program progress and makes recommendations, concerning the modification of program goals, objectives and milestones.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
