This announcement will be used to fill positions with an entry grade of GS- 13, or GS-14 with a target grade of GS-14.
Duties
Oversees the provision of financial management services, advice and assistance to supported customers in the application of financial management theories, concepts, principles, and standards of strategic and operations plans.
Provides expert interpretation of DoD and USAFMCOM regulations, policies, and administrative guidelines, as well as legislative changes, relative to military pay.
Responsible for oversight of studies for determining trends, evaluations, and analysis of data to determine accuracy and then assessing the effectiveness of internal controls.
Ensures that plans for performing all work on a daily basis are developed, coordinated, approved and disseminated and that these plans are met.
Develops short and long term customer service, production and quality standards and goals.
Recommends and makes changes in the organization, workflow, procedures, functions, scheduling and staffing levels to permit improved performance and reduced costs.
Oversees the overall planning, direction, and timely execution of the Army Military Pay Office network. Approves multi-year and longer range work plans to manage the overall work and to meet the goals and objectives for Army Military Pay Operations.
Requirements
- Must be a U.S. Citizen.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Registered for Selective Service (males born after 12-31-1959).
- Suitable for Federal employment.
- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service
- Obtain/Maintain Financial Management Certification
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as identifying and analyzing problems involving Military Pay Operations and financial systems.
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience is defined as identifying and analyzing problems involving Military Pay Operations and financial systems; weighing the relevance and accuracy of data pulled from financial reports; generating solutions and making recommendations to Military Pay Staff. Designing and implementing new programs or processes using Military Pay Policies and procedures.
