You will serve as a PROGRAM ANALYST in the PUBLIC WORKS DEPARTMENT of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will advise on needed improvements within the organizational structure, functional assignments, and procedures to improve the efficiencies and effectiveness in mission accomplishment. You will analyze project execution to assess project management strategies. You will assess staffing needs to create a hiring plan. You will analyze current processes to identify efficiencies in providing customer support. You will develop strategic plans based on information from performing quantitative or qualitative analyses. You will develop written material documenting results of analyses.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge and experience with NAVFAC missions, policies, procedures, and processes. Understanding of Navy Public Works Department organization and day-to-day tasks. Proven ability to clearly and effectively distribute information to base tenants and departments, and skill at compiling feedback from them. Ability to quickly adapt to changing priorities and assignments. Basic understanding of facility maintenance, repair, and construction. 1) Applying analytical and evaluative techniques in program plans and project assignments requiring coordination of work; 2) Utilizing data analytic skills in functions and processes related to performance metric programs; 3) Interpreting data focusing on process alignment, strategic initiatives and risk; 4) Performing administrative information management responsibilities to include internal and external content, technical guidance and support; 5) Providing administrative management support and oversight related to human resources requirements (i.e. awards, staffing, billet validation, position descriptions, onboard and payroll system etc.; and 6) Conducting analytical studies of programs to identify efficiencies, gaps and shortcomings Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Work Environment: Majority of the work will be performed in an office setting with no unusual risks or hazards. Normal office safety precautions are in effect. Fieldwork will be required approximately thirty percent of the time. Site visits may include exposure to moderate risks or discomforts that require special safety precautions while in the presence of construction operations and operating equipment. The work may require working around moving equipment, high levels of noise, and hot and cold temperatures and potentially harmful agents such as fumes, dust, heat, chemicals, etc. Incumbent may be required to wear safety shoes and eyewear, and other personal protective equipment (PPE) Physical Demands: The majority of the work is performed in an office setting. Short deadlines may require working under stress. Fieldwork and on-site studies may involve accompanying workers to job sites and shop spaces which may involve, on occasion, considerable walking.
