About the Position:
This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Serves as a Program Analyst for the US Army Aviation Center of Excellence (USAACE) G1 which includes Fort Novosel, AL, Fort Eustis, VA and Fort Huachuca, AZ. Primary emphasis is with the effectiveness and efficiency of civilian programs and operations.
Duties
Serve as Program Analyst for the US Army Aviation of Excellence (USAACE) which includes Fort Novosel, Al, Fort Eustis, VA and Fort Huachuca, AZ.
Provide management support services in the areas of program cost analysis, fiscal planning, and development of annual work-plans for organizations whose operations are interrelated and unpredictable.
Plan, conduct and implement/participate in complicated analytical studies of structures, proposed reorganizations and/or realignment of USAACE functions.
Research, analyze, develop, write and coordinate Command policy dealing with organizational resource functions such as Standing Operating Procedures (SOPs).
Conduct program evaluation, analysis, design and implementation of Command-wide personnel programs and guidance.
Assist G-8 in the analysis, development, monitoring and execution of the Command’s civilian personnel budget and the forecasting of funding requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is an obligated position.

Specialized Experience: To qualify based on your experience, your resume must describe one year of specialized experience which includes: (1) Analyzing mission and organizational functions to resolve complicated problems for long term goals; (2) Evaluating organizational needs by conducting statistical studies of resource requirements; and (3) Providing guidance, conducting assessments, identifying TDA deficiencies, proposing changes and implementing corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
