You will serve as an Information Technology Specialist for the Small Business Administration (SBA), Office of Capital Access (OCA), Processing and Disbursement Center - PDC in Fort Worth, Texas. This position is responsible for developing, implementing, operating and maintaining Information Technology (IT) equipment and systems.

Duties

As an Information Technology Specialist at the GS-2210-9/11, some of your typical work assignments may include: Trains and supports end-users on applications where appropriate. Troubleshoots network problems, such as outages under the direct supervision of the network administrator or IT Supervisor. Properly configures system components such as disk drives, printers, and other peripherals needed to support the operating environment. Makes appropriate systems tuning adjustments to optimize performance, correct issues and prevent problems. Troubleshoots complex problems. Provides support on Microsoft Office, Windows Operating System (OS) and other programs in a manner that minimizes interruptions in the customer's ability to carry out critical business activities. IMPORTANT NOTES: This job will close when we have received 300 applications which may be sooner than the closing date. Employee's residing within commuting distance of the PDC may be required to physically report to the PDC two days per pay period or more often as determined by Department Management. THIS POSITION IS REQUIRED TO REPORT TO THE PDC OFFICE LOCATED AT 14925 KINGSPORT RD, FORT WORTH, TX 76155. This occupational series qualifies for a special salary rate at the GS09 grade. Special salary rates for this position can be found at Special Rates - OPM.gov The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Disaster Assistance; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment lasting more than 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA. If selected, employees work on an intermittent (on-call) work schedule. This means that employees are in a pay and duty status only when activated to respond to workload needs, especially in response to heightened disaster activity. When no longer needed, employees return to a non-pay status until the next event necessitates additional staff. However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time. Subsequently, if the workload decreases, your work schedule may be changed back to intermittent. Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and twelve to fourteen hours a day). A valid driver's license may be required. This position is not included in a bargaining unit. Additional selections may be made if identical vacancies occur within 180 days of closing date. You may be required to travel to a disaster site during increased disaster activity for extended periods with little or no advanced notice. If so, you may encounter hazardous working and/or living conditions; i.e., no water or electricity and/or minimal lodging facilities. Travel expenses are compensated based on SBA policy and Federal regulations.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Undergraduate or Graduate Education Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must address the specific specialized experience required for each grade level of this position on your resume or you will be rated "Ineligible" for that grade level. Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. You must meet all qualification requirements by the closing date of this announcement. Specialized Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Utilizes systems management tools and analysis techniques. Performs troubleshooting and maintenance on multiple types of system software and hardware. Interacts with customers and peers through oral and written communication to convey the status/resolution of issues. GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Utilizes systems management tools, analysis, and design techniques. Performs troubleshooting and maintenance on multiple types of system software and hardware. Interacts with customers and peers through oral and written communication to convey the status/resolution of issues. Identifying and resolving various network issues related to operating systems such as network storage systems, network security systems, network scanning and/or document storage systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OR

GS-09:
Master's degree or equivalent graduate degree in a related field or 2 full years of related progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

GS-11: PH.D or equivalent doctoral degree in a related field or 3 full years of related progressively higher level graduate education leading to a PH.D or equivalent doctoral degree.

Related Field: Major study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
