You will serve as a Human Resources Specialist (Performance Management) in the Labor Management and Employee Programs Division of MARINE CORPS BASE.
Duties
You will perform administrative, evaluative or technical work concerned with the performance management program and awards programs.
You will serve as the awards program administrator and support other Labor and Employee Relations functions (i.e, advising employees and labor union representatives regarding difficult and controversial issues).
You will provide advice and guidance on the process and procedures of appraisal programs.
You will advise management on performance improvement plans (PIPs) such as gather and analyze data to develop the plan; draft initial and final PIP form management to review.
You will provide management with day to day advice in coaching, counseling, recognizing top performers and in taking appropriate performance based actions.
You will oversee the Incentive Awards Program by advising supervisors and managers of program requirements.
You will support the Labor and Employee Relations Program and advise management regarding issues that are local in scope, potentially controversial or adversarial.
You will counsel employees in correcting work deficiencies and in establishing constructive work habits.
You will act as technical advisor and/or witness at 3rd party proceedings such as ULPs and grievances arising from activity application or interpretation of negotiated agreements.
You will maintain regular contacts with Union and management officials to discuss matters of mutual interest and attempt to resolve problems on a formal/informal basis.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing guidance and training on performance management and incentive awards and supporting Labor and Employee Relations functions by counseling and advising management and employees on disciplinary/adverse actions in order to resolve complex issues and ensure regulatory compliance.
For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector supporting a Performance Management and Incentive Awards Program and/or a Labor and Employee Relations program by applying federal human resources laws, regulations, policies and precedents to evaluate program trends, identify areas of improvement and elevate recommendations.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree;
OR
Successful completion of a LL.M., if related to the position;
OR
A combination of experience and graduate education as described above that equates to one year of experience.
For the GS-09:
Successful completion of a master's or equivalent graduate degree;
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree;
OR
Possession of an LL.B. or J.D. that is related to this position being filled;
