You will serve as a COMMUNITY PLANNER/ARCHITECT/ENGINEER in the ASSET MANAGEMENT. FACILITY PLANNING PRODUCT LINE of NAVAL FACILITIES ENG COMMAND ATLANTIC.
Duties
You will develop and conduct technical reviews of facilities planning products (i.e., Basic Facilities Requirements [BFRs], Facilities Plans) to determine if objectives are met.
You will provide planning support to the Shipyard Industrial Optimization Program (SIOP).
You will lead other planners in providing facilities planning and engineering services to clients.
You will oversee multi-disciplinary teams on project management directives for successful project execution within planning and design standards.
You will advise on solutions to problems encountered during the development of planning and engineering studies, special projects and military construction (MILCON) projects.
You will develop alternative solutions to planning engineering issues.

- You will be required to maintain a current Professional Engineer (PE) or Registered Architect. Professional certification for Community Planners is highly desired.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

You must currently be a licensed Professional Engineer (PE) if applying for the 0801/0810/0896 series. You must be a Registered Architect (RA) if applying for the 0808 series. GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, using, and improving Asset management (AM), facility planning and/or Infrastructure Integrated Product Support (IPS) policies, processes, and procedures; 2) Leading and participating in cross functional working groups and teams, with multiple stakeholders, business, product and support lines (including planning, real property, design, environmental, construction, contracting, and financial management) to Key customers from Weapons Systems Procurement, Program Management/Executive Offices (PMO/PEO), OPNAV Resource Sponsors, Fleet and Type Commanders; 3) Programming and determining resource requirements( e.g. integrating asset management technologies and investment strategies) for facilities planning projects.; 4) Utilizing automated systems and software (e.g. Navy Shore Facility Planning System, SimNavy, EPG, and iNFADS) to produce facility or community planning projects, products, and services (AE, BFR,FPD, Facility Planning Studies, Site Approvals, DD1391s); AND 5) Serving as Contracting Officer's Representative, Technical Representative or Project Manager preparing statements of work and government estimates (e.g. reviewing and evaluating work performed under contract for accuracy, adequacy and completeness). 0808 ARCHITECTURE:
Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
0020 COMMUNITY PLANNINGER:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
0801/0810/0896 ENGINEERING:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
