Job opening: SUPERVISORY COMMUNITY PLANNER (DIRECTOR, STRATEGIC PLANNING)

You will serve as the Director, Strategic Planning in the Strategic Planning Division, Planning, Design & Construction (PDC) Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.

Duties

You will guide a Division that identifies/validates Warfighter and supporting command facility and infrastructure requirements and aligns them with the Navy's real property portfolio to achieve optimal Shore investment decisions. You will serve as a recognized expert in strategic investment planning and provide consultation services to Navy and Marine Corps activities and higher commands and flag/senior leaders, supervisors and professionals within and outside the agency. You will serve as the Lead Planner for the Command and provide support to the community of planners across Command Directorates and Divisions to ensure there is a community framework to set training, professional development, standards, etc. You will represent the Command on various DoN working groups (e.g. Strategic Laydown and Dispersal), taskers, and site visits that are concerned with long-range real property facilities infrastructure planning.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Serving as a subject matter expert in the identification and application of the latest management concepts and techniques in facility and infrastructure planning, management and divestiture, as well as delivery of planning requirements, processes and analysis for a large organization; 2) Applying mastery of a facilities planning system such as the Navy Shore Facilities Planning System or related planning processes to analytically identify, evaluate, synthesize, and interpret data and develop alternatives and/or identify benefits and liabilities; 3) Using professional urban planning concepts, principles and practices to provide consultative services and to solve problems not resolved by routine methods, theories, concepts, principles and practices in planning; 4) Providing strategic planning products and services, including Installation Master Plans, Land Use Compatibility and Constraints Analysis, Basing Strategies, Facilities Planning Criteria, Site Approval Processes, etc.; and 5) Preparing and presenting formal presentations and briefings to high-level civilian and military leadership. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

    Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

  2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
