Job opening: SUPERVISORY INTERDISCIPLINARY (ENVIRONMENTAL CONSERVATION DIVISION HEAD)

You will serve as the Environmental Conservation Division Head in the Environmental (EV) Business Line, Operations Department, of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.

Duties

You will supervise a Division in providing expert consultation services for four programs: Natural Resources, Cultural Resources, Marine Resources and Applied Biology. You will provide expert consultation services on requirements, program management, oversight and sustainability issues for all conservation-related environmental issues within the EV as well as supported commands. You and your Division will provide significant support to the Environmental Planning product line in support of National Environmental Policy Act (NEPA) documentation, including preparation, editing and reviews. You will assist in the development of Strategic Business Plans, Concept of Operations, Environmental Business Plan, Acquisition Plan, and Community Management Plan.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
  • This position may require travel, to to 25% of the time, from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Managing and executing environmental conservation projects and programs; 2) Providing, or directing subordinate staff to provide technical guidance regarding the Commands Natural Resources, Cultural Resources, Marine Resources and Pest Management Programs; 3) Overseeing work assignments delegated to less experienced team members, monitoring technical sufficiency and adherence to established policy and milestones; and 4) Utilizing expert knowledge of organization, budgeting, planning, and project management techniques to meet difficult, complex, and controversial environmental conservation project needs; and 5) Facilitating meetings and negotiations with diverse groups to assist in the development of common ground agreements, conflict resolution, and standard operating procedures between multiple parties.
