You will serve as a SUPERVISORY INTERDISCIPLINARY COMMUNITY PLANNER/ENGINEER/ARCHITECT in the Planning Design and Construction Directorate of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND ATLANTIC.

Duties

You will develop plans of accomplishment, resource requirements, schedules, and acquisition plans especially in support of the Facilities Integrated Product Support (IPS) program and major weapons systems acquisition programs. You will resolve conflicts, promotion of partnerships, attending to morale and organizational climate and EEO issues, and taking disciplinary actions when needed. You will analyze existing facility planning criteria and recommend and/or develop updates or new criteria especially in support of the Facilities Integrated Product Support (IPS) program and major weapons systems acquisition programs. You will lead and/or participate in Sustainable and Land Use Planning teams to develop AICUZ, RAICUZ, Aircraft Noise, and other encroachment-related studies. You will communicate through appropriate use of negotiation, persuasion, authority, briefings, meeting facilitation, and other methods to influence team members to achieve team goals. You will utilize the Shore Facilities Planning System (SFPS), internet Navy Facilities Assets Data Store (iNFADS), Geospatial Information Systems (GIS), and other planning systems to produce the optimal real property assets for the Navy.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801, 0810, and 0896 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. If applying for the Community Planning Series, you must possess the American Planning Association (APA) certification. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Participating in negotiations with senior and executive decision-makers associated with contractors, regulatory agencies or other organizations on significant, political, and complex matters; 2) Using data analysis tools such as databases and Excel to provide decision support analysis and recommendations; 3) Providing expert advice to senior colleagues and agency officials responsible for broad program operations; 4) Developing execution plans, including related resource requirements, schedules, and acquisition plans; 5) Negotiating with persuasive arguments and in reconciling differing interests into consensus; 6) Applying new theories and developments to address client requirements and problems; and 7) Applying workload forecasting and workforce shaping to support product and service delivery. In addition to the specialized experience listed above, applicants for the , GS-0801 - Professional General Engineering Series, GS-0810 -Professional Civil Engineering Series, or GS-0896 - Professional Industrial Engineering Series must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics,chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering,provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles,methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities
OR
you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
