The primary purpose of this position is to: Serve as the program manager for the Air Force (AF) Medical Counter- Chemical, Biological, Radiological, Nuclear (MC-CBRN) program. Ensure force survivability and mission continuation by developing, sustaining, and modernizing MC-CBRN capabilities across AF operations.
Duties
Manpower and Equipment Force Packaging (MEFPAK) Responsible Agency (MRA) Program Manager for MC-CBRN Program.
Programming and Resource Management Development.
Exercise Planning, Emergency Response, and Contingency Operations.
Action Officer and MC-CBRN Working Group Administration.

- Air Force Incident Management System Certification is highly desirable for this position. Completion of Federal Emergency Management Agency IS-100.HC, IS-200.HC, IS-700, IS-800.B and Emergency Response Operations courses are desirable
- A Bachelor of Science degree in disaster preparedness/ medical emergency management or associates of science degree in disaster preparedness/ medical emergency management with at least
- Cont. 10 years related experience in the disaster preparedness/ medical emergency management profession is highly desirable
- Requires access to classified DOD information and must be capable of obtaining and maintaining a Secret security clearance
- MAJCOM level or higher staff experience is highly desirable
- Incumbent may be subject to other than normal duty hours and may be required to travel away from the normal duty station on military and commercial aircraft to attend conferences, meetings, or other work-related function
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operation toward development and/ or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign military sales, acquisition, planning, programing, and budgeting system (PPBS), special operations, or similar operations; 2) designing and conducting comprehensive studies and developing solutions to assigned portion of broad, important, and severe command operational and contingency areas; 3) knowledge of military command structure, missions, programs, and organization relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/ or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, planning, programming, budgeting, procurement, medical logistics, resource management and execution, exercise, acquisition, and similar activities.
2. Knowledge of DOD MC-CBRN and EM doctrine, response principles, policies, practices, procedures, and requirements as well as NRP organization, lines of authority, and installation response roles and responsibilities.
3. Knowledge of DOD acquisition systems, safety standards, security polices, and equal employment opportunity (EEO) regulations, practices, and procedures.
4. Skill in planning, organizing, and directing the operation and evaluation of MC-CBRN defense, and HAZMAT response programs.
5. Skill in developing, synthesizing, and conducting comprehensive studies and preparing solutions to resolve substantive problems with within a more complex group dynamic and lead assigned working groups.
6. Ability to plan, organize, communicate, advocate, and negotiate effectively with senior analysts and management to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures. Ability to communicate complex issues effectively both orally and in writing; negotiate and work through complex issues; and maintain positive and professional working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
