You will serve as a Financial Management Analyst in the Shipyard Infrastructure Optimization Program
of NAVSEA HQ FIELD SUPPORT.
Duties
You will manage and execute fiscal, financial management, accounting, and /or budgetary support for program budget.
You will monitor and maintain overall financial performance ensuring all obligations and expenditures, funding documents and sped plans are executed.
You will consult with managers to develop program financial requirements and resolve any necessary issues in executing their requirements.
You will be responsible for executing and obligating multiple types of funding.
You will identify, interpret and develop technical, programmatic and financial requirements.
You will advise on the integration of financial and/or budgeting systems.
You will ensures financial transactions are supported with proper documentation and in accordance with policy and internal control practices.
You will review, monitor, and report on the financial status of programs to execute funds in accordance with planning documents and regulatory guides/policies.
You will analyze proposed budget changes, prior to and in the year of execution, and make recommendations to accommodate budget changes.
You will draft responses to Congressional inquiries and assists in the development of Congressional Staffer briefs.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-02 (GS-11) in the federal service or equivalent experience in the private or public sector managing and executing fiscal, accounting or budgetary support with multiple types of funding (RDT&E, SCN, OM&N) to ensure all expenditures and obligations are executed for mission requirements.
