About the Position: Serves as the principal staff Administrative Officer for a major command. The incumbent facilitates and executes administrative programs for the ARNORTH Headquarters (HQs). Develops guidance for publication and dissemination to HQs staff. Initiates and ensures effective communication, coordination and follow-up action with subordinate directorates, higher headquarters, federal agencies, and other services.
Duties
Provide administrative coordination for command staff actions and correspondence.
Task staff elements in accordance with broad guidance from members of the command group and interpretation and application of Army policy and procedures.
Advise the Command Leadership and appropriate staff of significant issues and keeps them informed.
Reviews actions for conformance with guidance, thoroughness, propriety, content, tone, and to ensure that issues are properly addressed.
Operate an automated staff action suspense control system.
Researches and analyzes training needs and deficiencies in Headquarters-wide correspondence and staff actions submitted for command group approval/signature.
Develops, initiates, and implements administrative policies and procedures for assigned areas of responsibility.
Requirements

- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
- This position is considered a Key Emergency Essential Position. Incumbent may be called in at any time or required to be on call and reachable.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes providing administrative coordination of staff actions and correspondence; experience with command structure in order to develop, recommend, review and implement policies and procedures of administrative and managerial programs; Monitoring staff actions thorough to completion and ensure accuracy and deadlines are met; performing comprehensive research for pertinent information from records and files. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
