The VA Northeast Ohio Healthcare System is recruiting for an Supervisory Management & Program Analyst. The Supervisory Management & Program Analyst will function in Primary Care Service.
Duties
Oversight of on-boarding and off-boarding of new employees, including obtaining appropriate VISTA/CPRS access, PIV/sponsoring process, VPN access and all YourIT needs.
Acts as a liaison between Primary Care and Human Resources:
1. Management of the human resource request within Primary Care Service
2. Make recommendations based on analysis
3. Provide appropriate recommendations and justification for recruitment and onboarding based on data analysis of clinic management
4. Reviews and evaluates completed staff actions (memos, reports,) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy
Assist with the recruitment and onboarding process of physicians and residents to include:
1. Organizing interviews
2. Prepping nursing documents for board actions
3. Following up on reference checks
Collaborate with other services (Information and Analytics) for reporting needs to provide accurate and efficient data.
Collaborate with Medical Staff on credentialing/ privileging requirements
Review credentialing and privileging forms for accuracy and omissions including requested privileges, setting, DEA number, required TMS courses, etc.
Expert in knowledge on requirements for fee-basis vs, consultant vs. staff
Knowledge on requirements for narcotic prescribing authority and use DEA
Liaison with CACS to ensure appropriate title, access, and prescribing abilities
Responsible for receiving and reviewing national guidance for programs within the service to develop action plans, policies, and procedures with the service's clinical leadership
Responsible for monitoring expiration of credentialing/privileging and communicating with providers, section chief, and the service chief to ensure timely completion
Develop and implementation of process for evaluating effectiveness of programs within Primary Service
Collects, computes, and tracks statistical information in support of program operations of substantial technical complexity within the COE, UH and Intern program
Assess program compliance and propose significant changes to work practices with substantial potential mission impact in relation to established performance measures, goals, and objectives, as well as program effectiveness
Performs short- and long-term planning regarding program development, staffing and resource allocation
Assist Administrative Officer and Program Analysists in reporting data analytics requirements
Directs administrative support services to ensure that inquiries, correspondence, and actions for Primary Care Service are addressed appropriately
Knowledge of VISTA, CPRS, Pyramid, and other VA specific systems to retrieve data and develop appropriate reports.
Provide direct supervision for five (5) positions:
Oversees daily administrative operations that includes, but not limited to the following
1. Oversight of provider, clinical and administrative leave
2. Assists with Service level compliance with VA performance measures and monitors
3. Develops recommendations and implements new or modified guidelines, work processes and operations to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination
4. Develops reports, analyzes data, summarizes data, makes recommendations for improvement, maintains/monitors data for accuracy, and integrates data with other Primary Care system
The incumbent will act as a consultant to the Administrative Officer and Primary Care chief on various topics. In doing so, the incumbent will:
1. Develop and implement evaluative mechanisms to measure efficiency
2. Improve overall efficiency of the section/Primary Care Service
3. Provider assistance in the evaluation and implementation of the resident program
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing advice as the subject matter expert (SME) to the Assistant Chief and Chief, HAS regarding training and clinic management; oversees the daily operations of the unit, ensures that agency policies and priorities are being followed, develops performance standard and evaluates work performance of subordinates; gives advice, counsel and instruction to employees on both work and administrative matters; serves as Clinic Administrator for the Main Facility or Ambulatory Care Center (ACC) and has full supervisory authority to independently plan, direct and manage operations of the section to include all functions associated with patient appointment scheduling, scheduling audits, service recovery, clinical feasibility studies, support in strategic planning efforts and where required, budget management; ability to communicate orally with individuals and groups to conduct meetings, coordinate changes in procedures with other service and sections, and explain policies and procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. GS-12
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analyzing, evaluating, and recommending solutions to problems in an organizational structure related to supply, storage and distribution support.
Taking corrective action on stock surveillance, product integrity, process movement and distribution process issues.
Utilizing supply systems (i.e. DSS, D035, SAP, COPA, NIMMS, EBS) including system functionality and business capabilities.
Analyzing inventory and material storage systems for efficiency and effectiveness.
Education: Substitution of education may not be used in lieu of specialized experience for this grade level.
