The primary purpose of this position is to serve as senior information technology (IT) specialist and consultant to management in support of installation IT policy and plans.
Duties
This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position requires a Business Cost Estimating (P) Level 2 acquisition certification. The selectee must meet, or be capable of achieving, acquisition certification within 60 months after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
Duty 1:Performs studies and establishes plans of action for improving the efficiency of information technology applications.
Duty 2:Assesses policy needs and develops policy and procedures governing IT activities. Plans, develops, approves procedures and interprets policy related to IT activities.
Duty 3:Functions as a senior technical advisor on contract and budget activities. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets.
Duty 4:Represents the organization at conferences and meetings and presents briefings. Leads and/or participates in discussions, meetings, conferences, committees or special IT projects.

- Work may occasionally require travel away from the normal duty station. The employee may be required to travel on military and commercial aircraft.
- Must be available to support mobility or Readiness Center operations in an exercise or contingency situation. May be required to work irregular shifts/overtime in performing such duties

- The selectee must meet, or be capable of achieving, acquisition certification within 60 months after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24months.
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
- The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience performing extensive research and analytical studies covering DoD installation's IT Systems acquisition strategies and methods in developing capital investment plans to secure IT enhancement for Government systems; AND conducts the development and execution of the acquisition of the installation's IT systems from conducting feasibility studies to determine requirements, to the implementation and integration of assets.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles, concepts, and methods.
Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
Knowledge of system architecture, integration techniques, and testing methods.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
