This position is located in the Controller/Financial Management and Business Operations (FMBO), Budget Office. The Budget Office is the primary office responsible for matters pertaining to the GAO budget and GAO's annual appropriations process. The Budget Office, in coordination with the CFO is responsible for formulating, justifying, and obtaining approval from Congress for the agency's annual budget and provides assistance on all fiscal management matters to GAO teams and offices.

Duties

As aBudget Officer, MS-0560-2your typical work assignments may include the following: Oversees the compilation of budget presentation information and materials. Plans and coordinates the presentation of annual and long-range budgets. Reviews and evaluates the materials and addresses GAO priorities and objectives in the budget Presents budget proposals to senior officials for approval of requested funding levels. Provides authoritative and comprehensive advice and assistance to ensure the integration and validation of budget Evaluates and assesses the program and budget activities required to implement the budget. Monitors budget to identify problem areas, trends, or imbalances and recommends corrective actions. Oversees budget program and ensures effectiveness. Develops policies and procedures to establish, operate, and assess the effectiveness of the administrative control system. Plans, directs, and controls the allocation and utilization of all authorized resources for execution of agency wide projects. Analyzes the Budget Office business processes to improve Directs and facilitates strategic planning for the Budget Office. Creates career development programs and assists individual staff with their career development. Conducts program reviews, analyzes resource needs, maintains performance data, and prepares reports to reflect the status of GAO funds. Prepares GAO's budget and makes presentations to senior agency leaders and decision-makers. Ensures GAO operates within the appropriated funding levels by developing and overseeing adequate monitoring and control mechanisms. Monitors budget execution and resource utilization throughout the agency to ensure that resources are used in the most cost-effective manner. Analyzes and evaluates financial systems controls and procedures to identify weak or deficient areas including noncompliance with directives, inaccurate reports, untimely actions, and absence of Makes recommendations and takes corrective action to resolve problems, set operating policies, and disseminate financial information. Ensures timely delivery and completion of all products and services by anticipating problems and providing solutions or alternatives to customers. Initiates and directs special projects needing significant management involvement to integrate multiple disciplines and units in order to achieve project objectives. Plans and carries out program and procedural development and administrative Performs the full range of supervisory functions to include assigning work and establishing workload priorities. Reviews and accepts or rejects work. Interviews candidates for vacancies and recommends selections. Makes recommendations for promotion and reassignment actions. Prepares performance evaluations, identifies training needs, and provides necessary direction, instruction, and guidance to the staff. Ensures effective implementation of EEO and all other special emphasis programs and supports a fair and inclusive work environment.

Requirements

Qualifications

You may qualify at the BAND MS-2 level, if you fulfill the following qualification requirement: One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND (MS-1, PT-III, PE-IIB) or GS-14- grade level in the Federal service. Specialized experience for this position is defined as managing the formulation and justification of an agency annual Budget to present to Congress and execute fiscal management and monitoring of agency budgetary programs, including serving as the technical authority on budget analysis.
