About the Position: This is a Budget Analyst position is located at Redstone Arsenal, AL with the US Army Space and Missile Defense Center (SMDC), Deputy Chief of Staff G-8, Execution Division.
Duties
Responsible for planning, coordinating, consolidating, evaluating and controlling the program and budget execution.
Prepare instructions and advise managers on the preparation of detailed budget estimates, justification statements and budget execution plans for substantive Research, Development, Test and Evaluation (RDTE) and OMA programs.
Review proposed U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) program element budget documentation to assure adherence to established guidelines and to assure that exceptions are adequately justified.
Maintain Army Audit Readiness through documentation and maintenance of GFEBS posting and fund management audit trail, annual funding program execution, allotments, targets and execution by funding source.
Use automated systems to extract researched financial data from GFEBS and, Defense Travel System (DTS), and prepares charts, graphs and other graphics for briefings to senior leadership.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a Secret Security Clearance.
- This position requires Level 2 certification in Financial Management within 24 months of occupying the position.
- This position requires pre-employment financial disclosure OGE 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes evaluating programmed distribution of available funds; monitoring fund distribution and execution; ensuring appropriate financial management procedures are followed; working with various financial systems including systems such as GFEBS, and DTS. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH-02).
