The primary purpose of this position is to serves as the Command Military Personnel Appropriation (MPA) Manager, provide executive support, and performs administrative functions in the planning and execution of the daily operations of the Director, Manpower, Personnel, and Services including general analysis and staff advisory services.

Duties

Administers the Man-Day Program, providing assistance and advice to managers as well as Air National Guard (ANG) and Air Force Reserve Command (AFRC) partners. Analyzes the AFDW MPA Man-day Management System (M4S) through the use of computer inquiries to ensure proper use of man-days and conducts annual audits of such use. Serves as the focal point for developing major aspects of military and civilian personnel emergency and wartime management policies, procedures and plans to manage and control personnel deployment, employment, and utilization consistent with force structure and major force program manpower requirements, programs and workloads. Serves as the advisor on programs and initiatives within the group.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes : (1) applying a wide range of military human resource concepts, practices, laws, regulations, policies, and precedents related to Guard and Reserve personnel sufficient to provide comprehensive human resources management advisory and technical services on the substantive functions of the Air Force Reserve and Guard work practices; (2) mastery of an administrative field to make decisions or recommendations significantly changing, interpreting, or developing important public policies for programs; (3) providing a wide range of military human resources concepts, practices, laws, regulations, policies, and precedents related to Guard and reserve personnel sufficient to provide comprehensive human resources management advisory and technical services on the substantive functions Air Force Reserve and Guard work practices; (4) skill in applying analytical and evaluative methods and techniques to issue or studies concerning the efficiency and effectiveness of the program operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, functions and processes of management to identify, analyze, and recommend solutions to problems or to develop planning guidance. Possess specific knowledge of pertinent laws, regulations, policies and procedures which affect the use of program and related support resources, i.e. personnel and funding. 2. Knowledge and skill in conducting detailed analyses of complex functions and administrative processes including competency assessments and performance appraisals to determine effectiveness of Readiness and Integration programs. Interpersonal skills are required in presenting disputed recommendations, recommendations and negotiating solutions. Knowledge and skill in applying analytical and evaluative methods and techniques to issue or studies concerning the efficiency and effectiveness of the program operations. 3. Skill in written and oral communication to prepare briefings or recommendations to managers and negotiating solutions to disputed recommendations for the purpose of working effectively with civilian and military personnel at the highest command levels. Use judgment in problem solving. 4. Knowledge of managing and directing the day-to-day operations of an organization and providing advice guidance, and assistance in all areas of the Manpower, Personnel and services programs. Knowledge of AFDW, JS, OSD, AF activities and missions, and Reserve and Guard organizational structure, functions, and policy directives, in addition to a thorough understanding of the IMA, unit Reserve and Guard programs. 5. Skill in organizing and delivering briefings to encourage understanding and acceptance of findings and recommendations. Ability to type to compose and/or edit professional written communications with knowledge to correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports. 6. Ability to develop and implement project plans, timetables, tasking, and overall coordination of work; serves as principle organizational contact for A1 programs. Ability to plan and facilitate rapid and accurate responses to HHQ and Congressional inquiries. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
