The Medical Administration Specialist serves as the Administrative Officer of the Day (AOD), in Eligibility and Enrollment, Business Office of the VA Nebraska-Western Iowa Healthcare System (VANWIHCS), VA Midwest Healthcare Network, Veterans Health administration, Department of Veterans Affairs, Omaha, NE.
Duties

Duties and Responsibilities include:
Delegated authority to act on behalf of the Director to initiate actions dealing with any disaster situation in accordance with hospital wide disaster plan.
Assumes control of communications and notifications in event of national, local, and civil disasters, in accordance with local facility disaster plan.
Responds to emergencies, determines priorities and nature of action to be taken; authorizes services, supplies and personnel; notifies authorities as situation dictates.
Interprets and applies benefits associated with local and national sharing agreements, Memorandum of Understanding (MOUs), and contractual agreements with other federal, state, local and private entities (i.e. Tricare; CHAMPVA in-house Treatment Initiative, Community Based Outpatient Clinics (CBOCs), sharing agreement, and other such; managements).
Prepares and maintains daily Gains and Losses Sheet and other related statistical reports such as bed inventory and bed availability.
Ensures that appropriate legal, regulatory, policy, and contractual requirements are met.
Resolves administrative Issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival, homicides, medical emergency, and cost recovery matters.
Serves as a Fund control Point Clerk or Official for various fund control points within the Business Office.
Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD) and all other clinical and administrative staff concerning administrative matters necessary for the operation of the medical center during other than normal tours.
Provides orientation and situational technical advice to physicians regarding VA policies and procedures.
Assists medical center staff with medically related legal problems, including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients.
Performs, for administrative matters, as the MOD does for clinical matters, working as a team to carry out top management responsibilities during other than regular working hours.
Promotes harmonious working relationship among patients, public, and staff.
Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned Veterans, families, visltors1 law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Headquarters, and the general public.
Investigates unusual incidents, occurring during tour, involving the welfare, injury, or abuse of patients; loss of personal property; infractions of VA medical center rules, etc.
Provides written and oral reports of incidents involving beneficiaries, employees, as well as safety or other Issues.
Work Schedule: Varies throughout the week and various times of the day to include overnight, weekends, and holidays (Work hours may be further discussed during interview process)

Qualifications
SPECIALIZED EXPERIENCE: Having one (1) year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is that which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience for this position is having knowledge of the general principles of managements and of the practices, techniques, and objectives of supervision, thorough knowledge of all aspects of the medical center's programs and knowledge of how these programs Inter-relate. understanding of medical center organization, functions, specialties', and programs, ( i.e., Social Work, Nursing, Laboratory, Radiology, etc.), comprehension of medical resources in surrounding community and of medical and technical terminology; utilizing health information records systems and of Privacy Act and Freedom of Information Act as they relate to the delivery of health care services; aptitude to effectively interpret rules, regulations, policies, and procedures and to apply them appropriately in making sound decisions; to adapt to situations quickly, precisely, and accurately; ability to cope with. a wide variety of problems and to resolve them quickly and decisively; skill in exercising initiative and originality; Knowledge of safety and fire prevention rules and regulations, of facility and community disaster plans and procedures, of Agency Contingency Plan and facility's responsibilities, and of emergency plans for work areas throughout the medical center.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-09: Successfully completed one of the following: (a) Master's or equivalent graduate degree; (b) two full years of progressively higher level graduate education leading to such a degree; or (c) an LL.B. or J.D. that is related to the position to be filled. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position as a Medical Administration Specialist. NOTE TO APPLICANTS: One (1) year of full-time graduate education is the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work requires sitting and walking and occasionally the requirements to lift such objects as suitcases, clothing, or medical charts as well as the emotional stability to handle stressful situation.
