This position works in the Facilities, Planning, and Infrastructure Directorate of the Midwest Regional Office (MWRO). The position will be located in Omaha NE. The position is responsible for management of major construction programs including the Line Item Construction (LIC) Program in MWRO and overseeing submissions to the Investment Review Board (IRB) as well as project approvals to the NPS Director.

Duties

The position is the regional lead for the Major Construction program and coordinates project development for large complex facility projects. These projects include Line Item Construction, Recreation Fees, Great American Outdoors Act, and partnerships. Annual funding for the regional LIC program ranges between $10-50 million for construction projects such as visitor centers, replacement water and wastewater systems, historic building rehabilitation, watershed restoration and dam removals. Program management requirements include oversight on managing funds for construction and professional service contracts (professional service negotiations, review fund requests for construction contract changes, etc.) and ensuring the timely obligation of planning, design, and construction funds on a fiscal basis. Also required are facilitating the transfer of funds between agencies, coordinating calls for project funding from the parks for a wide variety of services, ensuring that the parks and Region are complying with fiscal mandates, and tracking expenditures of all participants in projects within the Region. Also, working with the regional budget office, Denver Service Center (DSC), WASO Support Offices, Harpers Ferry Center (HFC), and parks to review fiscal and budget reports to ensure that requested and approved funds are allocated and expended appropriately. This position manages and facilitates the Regional Investment Review Board process and assists parks in developing investment concepts for review. This position supervises up to four staff in the Major Construction program and coordinates project submissions to both the Regional and Bureau Investment Bureaus. The office is in Omaha, Nebraska. Omaha is the largest city in Nebraska and is the county seat of Douglas County with a population over 560,000. Located along the Missouri River, the 8-county metropolitan Greater Omaha area is home to six Fortune 500 companies; the CHI Health Center which attracts top name entertainers, expositions, and other events; the Charles Schwab ballpark which hosts the NCAA Men's College World Series; and other theaters, museums, and cultural amenities. A leading Zoo and downtown development/river front adjacent to the MWRO provides additional recreation and enjoyment. The area also has 15 hospitals, including the state's only Children's Hospital, and two medical schools and research centers. Greater Omaha is also home to Offutt Air Force Base. The region's cost of living index averages 10-15% below the national average, and there is a plentiful supply of reasonably priced new and used homes. The April 2019 unemployment rate was 2.9%. On average, the warmest month is July with a mean temperature of 77 degrees and the coldest month is February with 28 degrees. Qualifications

All qualifications must be met by the closing date of this announcement-10/16/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: Have one-year specialized experience equivalent to the GS-12 level in the Federal service. Examples of specialized experience include: performing program management duties including developing and executing single and multiyear financial plans, position management, long and short term planning; managing a workforce engaged in facility management and or planning, engineering, architectural, or landscape architecture design; providing leadership in planning, design, construction and maintenance of buildings, utilities, roads and parking areas, park facilities; representing the NPS at agency or interagency meetings; serving as an advisor to management in matters of planning and or design and facility management; past experience with the line item construction or other major construction program; supervising a workforce engaged in planning and or design and/or facility management; and facilitating cooperation with diverse groups to develop consensus and understanding. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
