Serves as a program analyst and project leader for the VA Nebraska-Western Iowa Health Care System (NWIHCS). The Medical Center is a level 1B highly affiliated, tertiary care referral medical center providing acute medical/surgical inpatient care and complex medical/surgical outpatient and ambulatory care.
Duties
Duties for this position include but are not limited to:
Designs and programs database applications in support of medical management and clinical modeling using standard and nonstandard programming languages, to include research and analysis of database capabilities, design of the modeling approach, actual programming as required, and testing of software applications for validity and applicability to study requirements.
Ensures the validity and consistency of the actual conclusions reached and subsequent recommendations provided to include estimates, projections and forecasts developed from the studies themselves.
Performs statistical, economic, geospatial and quantitative analysis using specially developed automated models or procedures. Interfaces via computer with VA and VHA systems to include VistA, Central Data Warehouse (CDW), Pyramid Cubes, PowerBI, ARC and VSSC databases as well as the VHA Office of Quality and Performance and the VHA Office of Policy and Planning. Develops automated user friendly inquiries to accommodate unique analytical and reporting requirements in support of staffing standards.
Undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority for high level management. This may involve producing complex analyses and written reports; organizing special committees, workshops, or other gatherings; initiating program reviews; developing or fostering cross-agency activities.
Identifies and determines data related training priorities, conducts surveys, provides training, administers programs, and maintains employee records. Identifies training areas needing analysis and study for a large and technically complex organization.
Reviews, analyzes, and evaluates training courses and programs to assess their quality and effectiveness.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 and for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience GS -13 : You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as a subject matter expert for a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. VA and VHA systems to include VistA, Microsoft SQL, Microsoft SQL Reporting Services, Microsoft SQL Integrated Services, Pyramid Cubes, Power BI, Central Data Warehouse (CDW), ARC, and VSSC databases.
Specialized Experience GS -12 : You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes interrelated issues of effectiveness, efficiency, and productivity of substantive mission oriented programs. Experience resolving major administrative problems or plans the most significant administrative management aspects of professional or scientific programs.
