You will serve as a Lead Financial Management Analyst in the Budget Form Just & Execution Department of NAVAL AIR SYSTEMS COMMAND.

Duties

You will direct and/or perform continuing NWCF Command execution review, analysis and appraisal of the major NWCF metrics withing the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will provide interpretive and analytical advice on financial transactions and program execution; develop format and content to provide managers with various listing, reports, and data relative to status of funds and the propriety of obligations. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will prepare or review responses to reviews or audits. You will plan work, set priorities, and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assign work to subordinates based on employee's capabilities, priorities, and difficulty. You will assist in duties such as interviewing and selecting prospective employees and directing training for employees. You will coordinate the financial data input, both accounting and budget, into the Department of the Navy Industrial Budget Information System (DONIBIS) and review and analyze the DONIBIS output.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding of financial policies and procedures in accordance with DoD Financial Management Regulations; 2) Developing program budgets, execution and phasing plans; 3) providing analysis to include forecasting, trending, what if scenarios, and recommending and implementing change; 4) participating in monthly financial reviews and assisting with briefings.
