You will be supporting the acquisition programs at the Program Manager levels. You will be responsible for the support of business systems' cost, schedule and performance through the Planning, Programming, Budget, and Execution process. This program analyst position is a NH-0343-03 with a salary range of $94,199-145,617, located at Arlington, VA, PM DIBS.
Duties
Define new program resources needs upon consideration of such factors as impact of trends and the effect of actual or probable legislative action, program objectives, operations, or allocation of resources.
Participate in program reviews on substantive issues of moderate scope and impact to assess the effectiveness of program operations.
Perform analysis of program/systems/project implementation and execution in order to program funding and manpower studies accordingly.
Knowledge of basic statistics, accounting, budget and management techniques for devising solutions to problems.
Requirements
- Secret Security Clearance.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level {{insert Acquisition certification level}} in the Acquisition Career Field {{insert Acquisition Career Field}} within 24 months of entrance on duty.
- Selectees must meet position requirements for certification at Level II - Practitioner in Acquisition Career Field Business-FM within 60 months of entrance on duty.
- Financial Disclosure Required.
- Financial Management Level 2 Certification within 24 months of employment.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11) grade level in the Federal service which includes: 1) Developing annual/multi-year and long-range fiscal program plans in support of POM; 2) Performing budget function involving the formulation, justification and/or execution of budgets; 3) Evaluating acquisition strategies to identify potential risks that may impact the execution of programs; 4) Supporting acquisition programs' cost, schedule and performance analysis to ensure organizational goals are met.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02) or GS-11.
