You will serve as an onsite PROGRAM ANALYST in the OFFICE OF THE GENERAL COUNSEL (01GC) of NAVAL SPECIAL WARFARE COMMAND.

Duties

You will be working for Naval Special Warfare Command's (NSWC) Office of the General Counsel (OGC) Freedom of Information / Privacy Act (FOIA/PA) Programs, managing and operating all programs and evaluating the effectiveness of such programs. You will research and process FOIA/PA requests from intake to completion and provide interpretation to NSWC and its subordinate commands on the implementation of PA and FOIA programs, as they apply to information releases and privacy implications. You will assist in identifying and overseeing PA points of contact POCs at subordinate commands of NSWC regarding PA matters and their respective functional PA POC duties to achieve PA compliance. You will assist with advocating for FOIA/PA resources to include but not limited to participating in budgeting and planning processes, creating supporting documentation, briefing leadership, researching and procuring tools and/or services. You will perform records management functions and administrative duties for the FOIA/PA programs as well as NSWC OGC across all legal practice areas and to comply with internal processes as requested.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position is subject to random counterintelligence scope polygraph examinations.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as an FOIA and Privacy Act professional: (1) working independently in analyzing, tasking, and applying the FOIA and Privacy Act IN A FAST-PACED ENVIRONMENT AND ON A HIGH VOLUME OF disclosure requests within the Department of Defense to determine whether information requested may be released in accordance with law, which includes experience redacting and annotating appropriate FOIA exemptions; AND (2) assisting with FOIA and Privacy Act program procedures to improve efficiency; AND (3) communicating with stakeholders verbally and in writing, including requesters and program office employees to facilitate the processing of disclosure requests; AND (4) experience as a general office manager OR managing complex programs or complex projects. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as an FOIA and Privacy Act professional: (1) analyzing, tasking, and applying the FOIA and Privacy Act to disclosure requests within the Federal Government to determine whether information requested may be released in accordance with law, which includes experience redacting and annotating appropriate FOIA exemptions; AND (2) communicating with stakeholders verbally and in writing, including requesters and program office employees to facilitate the processing of disclosure requests. Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
