Duties
Serves as a Budget Analyst in the USAG Fort Belvoir Resource Management Office responsible for independently planning and carrying out program and budget functions.
Resolves and interprets conflicting budgetary policies and regulations; reconciles conflicting budgetary and program objectives; and provides oversight of operational funds including civilian pay and reimbursable funds for major programs.
Scope of work includes budget formulation, integration, submission, and execution phases with special emphasis on providing guidance to other directorates’ budget representatives, junior analysts and/or budget technician(s).
Utilizes knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting and accounting.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position requires a Secret Security clearance.
- This position requires the incumbent to obtain a Financial Management Level 2 certification within 24 months of employment.

Specialized Experience: One year of specialized experience which includes planning, formulation, presenting and executing budget plans at the installation level; reviewing budget estimates for compliance with policy, rules, regulations and procedures; and preparing monthly and annul budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
