About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Center of Excellence at Fort Eisenhower, Georgia.

Duties

Plan, conduct, and participate in comprehensive analytical studies of structures, proposed reorganizations and/or realignment of Cyber Center of Excellence (CCOE) functions. Assist in implementing appropriate actions involving recruitment justification, developing/identifying criteria required, employment vacancies, appraisals and awards, CCOE civilian Human Resource procedures/policies, hiring practices, etc. Provide advice on the impact of proposed duty changes; suggests alternative courses of action that may be more acceptable. Serve as a Human Resources Specialist performing employment, restudies, realignments, retirement, pay systems, foreign/domestic travel, leave and overtime, and customer support. Assure that all placement and appointment actions meet all legal and regulatory requirements. Provide data for reports on a need-to-know basis. Carry out special projects and/or various studies in assigned segments of the Human Resource Management program areas. Provide feedback to field, following up, when appropriate, to assure completion of required actions. As required, prepares and presents reports and briefings on program status and/or recommended actions to appropriate individuals. Monitor, coordinate, and track all on-going and projected actions and updates the G1 senior Human Resource Specialist. Develop, in coordination with the supervisor or higher graded specialist, any necessary revisions to current policies and procedures or develops new policies and procedures for command-wide implementation. Review higher level policies to determine impact on command Human Resource Management programs or functional areas. Participate in meetings, conferences, and work groups both within and outside the command to analyze and resolve common problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Employee must be able to obtain and maintain a SECRET security clearance.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) Resolving problems for civilian personnel actions such as matters concerning performance evaluations, training, benefits, pay, leave, and/or other technical human resource issues; (2) Advising management on the proper civilian Human Resources policies and procedures; and (3) Creating, reviewing, and tracking request for personnel actions from the beginning to completion. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
