About the Position: This Program Officer position is within the Office of the Project Manager, Electronic Warfare and Cyber located in Aberdeen Proving Ground, MD and serves as the DoD Single Manager for the CREW system.
Duties
Plans, conducts and/or directs highly complex reviews and initiates reports which are provided to higher headquarters and other commands with recommendations on the best courses of action.
The incumbent identifies and balances risks, selects alternatives, and plans how to best accomplish the goals and objectives of the project within recognized guidelines. Identifies unfunded requirements.
Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.
Evaluates financial resources considering the technological capabilities available in the commercial marketplace.
Reviews input from team leaders at integrated logistics systems sites worldwide for appropriateness of requests, availability of resources, and compatibility with the integrated logistics effort.
Serves as a functional expert in assisting customer government (country) to define requirements and scopes of work (SOW).
Directs and participates in negotiation for the terms of the Foreign Military Sales (FMS) agreements, and in tailoring the details of the agreements to meet country requirements.
Communicates with the customer on the broad aspects of the program with respect to statutes, regulations, policies, and procedures.
Represents the DoD Military Ground-Based Counter-Radio Improvised Explosive Device Electronic Warfare (CREW) Technology Single Manager on all matters related to ensuring joint operational interoperability and compatibility
between relevant DoD and coalition systems; interfacing with all DoD Services and other government agencies involved in CREW Technologies;
and collaboration with multiple foreign countries on the RCIED threat and CREW technologies to ensure synergy between the technologies.
Coordinates the Joint Program Board and represents the Army at the Force Protection Electronic Countermeasures (ECM) Working Group, Five Eyes (FVEYS) consortium and related activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level II (Practitioner) in the Acquisition Career Field (Program Management) within 60 months of entrance on duty.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be
required to sign DA Form 5019 requiring participation in random drug testing.
- Must be able to obtain and maintain a (Top) Secret/Sensitive Compartmented Information (TS/SCI) level security clearance.

Specialized experience is defined as: 1) Managing Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) programs or related activities; 2) Managing joint and international programs including program security, release ability, foreign disclosure, or cooperative agreements; 3) Managing capability development to address legacy, current, and emerging Improvised Explosive Device (IED) threats, technologies, and Tactics, Techniques and Procedures (TTP); 4) Overseeing program activities and funding allocations from initial planning and contact with customer country through the delivery of systems and follow-on post-production support.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
